Employment agency want 7 weeks notice

My son has been working for a company through an agency for a short while. The company have now offered him a permanent job but the agency have said he has to work through them for a further seven weeks effectively giving them seven weeks notice. Are they allowed to do this as I have worked for agencies in the past and have never had to work any notice when i've found other employment? He would also be losing money as permanent staff are paid a lot more than the agency pay.

Did he sign a contract saying how much notice had to be given? Was he given a contract copy? if he was not given a copy or a contract to sign there is no contractual obligation to serve notice.
