Andbreathe   10 #2 Posted February 22, 2016 (edited) Sounds like your filling loop valve is suspect if its continuing at the PRV. Turn off cold water feed to the boiler.  Not sure what you mean by temp release valve. Do you mean pressure release valve?  The Red thing PRV above some other Red thing.
