Hamster bedding?

My grandaughter has got a Syrian hamster. She is using sawdust for the bottom of the cage but it is going all over the place. Is there anything more suitable like shredded paper or something that's safe?

I used to have my fancy rats on shredded cardboard - the pieces are bigger so less able to be thrown out of the cage (And boy did they try!)

we use arbouse on the floor of cages plus various forms of bedding for sleeping on.
