How can it be snatched, unless it was off lead?

Can't find any info on this on south Yorkshire police site. Hallam vets have only commented on their face book to say thanks for over 1000 shares.

I thought dogs had to be kept on leads in parks. Don't they?

Not many people I see when walking mine don't use leads, especially parks, don't know if in this case dog was snatched on or off lead. The Chihuahua which was snatched from Longley park was actually on lead, but was found tied up to a tree by another dog walker later that evening.x

Oh right I see, not sure to be honest? I go past Hillsborough park twice a day though and loads if not most people let their dogs off there
