Council Tax for one room accomodation?

A house has been let as six bedsits/studio flats, which in reality consists of one room accomodation incorporating kitchen, bathroom and living area. The total

Area covers 9 metres sq. Should this attract council tax, albeit band A, or should the whole house be banded then the CT be divided by the six rooms by the landlord?

Would this not be classed as an HMO?
