Network location "please help"

At the moment i dont have any broadband so i have my phone via usb connected to desk top , to get online however pc keeps asking me which network location i want "Public , home or workplace " which should i be using for security, hope this makes sense

Not too up on tethering with a phone but I would think it should be home.

It wont make a difference as thats really only for local access security.... But choosing public is safer
