You can live in a caravan in your garden,which could allow you to relet your house and live off the rent.Otherwise caravan need to be on an approved site-these are called trailer parks in the States where many people take refuge in a mobile home.

Demand outstrips supply for council housing, but there is no shortage overall in Sheffield.
The high number of caravans suggests that people have had surplus funds to buy what is a fairly expensive luxury. I'd assume they'd have sorted their permanent housing out first.

In some parts of the UK people are living in sheds!

You could take a sensible approach to the news (e.g. the fact that Sheffield doesn't have an Airport nearby means that locals are more likely to have a caravan at Skegg than to board cheap flights to Spain for their holidays), or you could liken the Council to the Luftwaffa to make some political point.
Sadly the OP has done the latter...
This is getting boring. To avoid further threads, I'd like to point out that we aren't going to build millions of council houses, we aren't going to save Castle Market and we aren't going back to bus fares that cost two pence. Wish some people would stop living in the past.

Most of the people living in sheds are people that should not be in this country in the first place or they are alcoholics who choose to live that way,no one in there right mind would live in a shed and there really is no other reason why they should be.

I can't say I've noticed more caravans in Sheffield than in any other city.

They've all got a house, and most of them a 4X4 to tow the thing...
