  1. The way that most LEA Governors are appointed is far less officous than people might think. I suspect that the school had a vacancy; he subsequently offered his services to either the Chair of Governors or Head; they probably thought it was good idea and therefore put his name forward to the LEA. Ultimately though, the Governing body will have voted on whether to accept him or not. Methinks you need to ask the Governors why they voted to accept him.

  4. No, but somebody who advises landowners on developemnt issues. Councils can try to insist but they have limited powers to insist as much they would like and therefore cannot enforce and therefore landowners don't do as much drainage as they should. They feed as much as they can into overstretched drains and streams that were originally there to serve largely agricultural type land. If the councils did as much as some people were asking there would be a number of people complaining about the cost.

  6. So what? They work with the police but they are not responsible for catching all crinimals. They work with the health service but you don't see the council performing open heart surgery. They work with retail organisations but I/m not aware of a council run shoe shop. the list goes on. Or perhaps you will enlighten me
  7. note the two words "most of".. The are of land covered by highways is a very small percentage of total land area. Or did you innocently think that it only rains on the roads.
  8. Yes if you believe the hype. In reality though, the leisure aspects will fail to materialise becuase of commercial pressures and therefore the developers will successfully argue for the leisure bits to be replaced with retail units. You read it here first.

Most of the water running along the highways came off private land which in parts of the city have been developed with hard surfaces - car parks, buildings, patios etc. Removing vegetation and grass removes nature's way of dealing with storm water. The landowners, whose land they run along/under or the privatised water companies - Yorkshire Water or Severn Trent. Sometimes the council, most other times private individuals/companies

  11. But it is the Environment Agency that has responsibilities for rivers not the council!
