View Full Version : Should there be a fine if a dog's off the lead?
zoboz111 16-02-2006, 13:19 The reason i ask this, is i have just been to the shop and some boys had accidently let there two staffys out and they ran up to me scared me to death, but they seemed soft enough.There is also a rotweiller which roams the streets around my area on its own, That's very Scary when i take my kids to the shop.
When i was 15 and i lived in southey, there used to be a man walking two Dobermans off the lead, one off them cornered me and my dog, i waited age's for someone to come then the owner came over and pulled it away.
Has any one every been bitten by a dog off the lead.
Or should there be a fine if people don't keep there dogs on leads while walking on the streets? but not in parks.
i'm unsure but wondered what people thought?
Fantomas 16-02-2006, 13:22 I don't think there should be a blanket fine for having a dog off it's lead - whether it's a threat or not is very much determined by the individual dog, it wouldn't be fair to spoil all of their fun. There should probably be a fine along the lines of 'failing to keep control of your dog' though which would be more flexible.

I agree why should people who have well behaved dogs be punished when they can control them just because a few people have uncontrollable dogs off of their leads.
My dog is well behaved but I wouldn't walk him near shops off of the lead cos I am considerate and know that not everyone likes dogs.
People who let their dogs roam around any way probably shouldn't own a dog in the first place not just for other peoples safety but for the dog's itself - it could get run over or anything when it's on it's own!!

valentine 16-02-2006, 13:34 I don't have a dog, but at first I was going to vote for "always on the lead", byt then I thought that wasn't fair on well behaved dogs who like playing fetch.
Then I thought perhaps they should only be off the lead in open areas like parks, but then again they could frighten small children or people who don't like dogs.
But then I thought that most of the problems dogs cause are actually down the the owners irresponsibility letting them roam free and run up to anybody they like.
I have read many doggy threads on SF and all the dog owners seem responsible owners who wouldn't dream of letting their dogs go rampaging round.
Perhaps the re introduction of the dog licence would put many rubbish owners off getting a dog and also if a fine was introduced for not controlling your dog properly like Fantomas said.
After all these thoughts I don't know what to vote for, I will come back later.

I agree with this, but i think people who persistantly allow their dogs to roam and run about on the streets offlead (with or without owner) should be well fined, the dogs are a danger to themselves and people.
I believe so long as dogs are under control there should be parks and open spaces where they can be allowed a bit of freedom, so long as people are considerate of other people and fellow dog walkers this shouldn't be a problem.

They still have the man that was on life of grime, but I don't know if he can pick up dogs willy nilly or if strays have to be reported first
I have never owned a dog, but I am sure that there are many well trained dogs with responsible owners who can be quite safely let off the lead in order to excercise. The fine should be for not clearing up after the dog, or if a dog is out of control. I fully agree that dog licenses should come back into effect - but it needs to be a proper amount, not the few meagre pence it used to be!

I walk my parents dog with him off the lead everywhere except by busy roads.
He's a little nosey, but generally just walks along 10 metres ahead giving things a good sniff. If shouted he waits and he can be put on the lead (which I normally do if we see a dog we don't know).
Maybe people who are scared of dogs should be fined instead.

Isn't there already a law about keeping your dog under control?
I don't think people should be automatically fined for doing this (but the way things are going, they soon will be! :() as there is only a small risk that the dog will do anything, and many dogs who cause injuries may well do it indoors anyway, or because a child has been teasing them (as I saw at Heeley Green the other day - 3 kids tormenting a dog that I know is quite aggressive!).
Nevertheless, the dog still can cause a lot of harm, and owners shuld always bear in mind that if it did go for someone's face then they would be looking at paying them a lot of money!
I cringe when I see dogs running by roads off the lead though - this is cruel. That dog could run into the road at any time. I've had a near miss where a little dog must have been an inch from being killed because it decided to shoot off into the middle of the road - it was lucky I was doing about 15mph! I saw someone with one off the lead at the side of Bochum parkway the other day.
zoboz111 16-02-2006, 20:17 Get the the feeling from reading these posts that on public roads dogs should be on a lead even if the dog is good, just to be polite.
And dog's should be free to run about in fields or parks.
No on the spot fine's. but have something in place for dog owners who leave there pets to roam the streets on there own, mainly for the safety of the dog. Erm... hope i didn't miss any thing.
I personaly don't like dogs in playgrounds even on a lead because one kids play may be a dogs tease. Playgrounds should have fence's round them.
mistyraven 16-02-2006, 20:34 :mad: When I was about nine I went in to a post office in walkley. they owned a big alsation. when all of a sudden this other dog ran in to the post office not on a lead. the alsation jumped over the counter both decided to eat my leg, I can still see them fighting me in the middle. bit,s of my leg been torn off. not nice. I think dog,s should be on lead,s till they get to a park or a field.
Yes i agree let the dogs of the lead ,and put it on the unruly kids instead .

I have never walked my dog on her lead in her 13 years. She never leaves me except to chase an empty bottle or stick and then she just comes straight back. She doesn't bother with other dogs and will only acknowledge someone if they stop to say hello and stroke her. My mum has her sister and she has exactly the same temperament, in fact if she see's other dogs approaching (especially bigger ones!) she starts whimpering in panic. (She's a wuss)
