I assume you're referring to Leo Sayer who's being sampled on the dance track by Meck.
No he isn't, and never was, considered cool, but he does have a really good voice.
Thunder In My Heart was probably one of his best tracks.

Around six years ago I was on my way down to Cornwall for a week's break and picked up a Leo Sayer Best Of cassette at around a fiver.
As many have said, the guy isn't cool but is, IMO, vastly under-rated when it comes to his singing. He had a number 1 in 1977 with the drippy When I Need You but also had hits with Raining In My Heart, Orchard Road, Moonlighting (a bit Gilbert O'Sullivan-y) and the beautiful I Can't Stop Loving You - a Pachelbel's Canon rip-off with a truly yearning vocal.
As I played the cassette whenever I was in the car, it was Thunder In My Heart which stood out and I commented at that time that it would be a guaranteed smash for a boy-band to record. So I'm quite pleased it's a fairly decent remix which retains Leo's magnificent vocal which is presently in the charts.
(Leo and holidays must be synonymous as TIMH reminds me of being in Florida in 1980, the year of its original release.)
