It's an Alan Partridge quote, according to Google. So TV, not film (unless he's done a film?).

Its from the last series of Partridge I think. He has a secretary/personal assistant called Lynn, who he treats like **** but who seems to revere him. He is very dependent on her and she is at her beck and call (I think she fancies him, but these feelings are callously rebuffed by Partridge). He is stuck on a ring road, going round in circles, hence the phrase about going nowhere.
