Err my mates went to Club WOW under 18s when they were about 12, and Kingdom used to do one I hear. Also Kiddie-Corp on Saturdays, 5-8 I think.

Personally I never went until I could get into adult clubs (16, and I look well young for my age...I get IDed all the time now but they were less harsh back then) - those underage ones look like chav breeding grounds.
