My friend's daughter has a budgie who is laying eggs and then eating them.

I suspect the eggs are sterile? (no male around?) The eggs represent a massive expenditure of energy and vital minerals. By eating the eggs this isn't being unnecessarily wasted... the Budgie is merely engaged in an efficient recycling policy.
