we took ours to Sherwood Forest Park at that age last year, the site was great. We got a pitch in the bottom of the valley and it was perfect for scooting/bikes and general messing about

There is a river on the site but at that age we didnt let them out of our sight so never an issue. If you are on the tent field it might not be so great

Other place we tried was Sleningford Mill near Ripon, surprisingly close to Sheffield (bit over an hour), rubbish play area but a different kind of river with a little beach and everything - they loved it

I'll second the Sherwood Forest Campsite (the one near Edwinstowe) it's fantastic and one of our family favourites. It' peaceful and safe for children.

Is this a campsite near Sheffield? If not I would recommend Treloy campsite near Newquay or the farm campsite near the beach at Robin Hoods Bay.
