At one time if there was any **** going down around here,
You'd call the cops,
and if they made any arrests,
then they'd look at where their prisoners lived,
and if the lived on the council estate
they'd be charged and bailed to appear in court,
but if they lived in the nice suburban semi-detatched, detatched, mansions and cottages,
down in the village,
they would be released without charge.
Nowadays things are more just though.
They hardly ever arrest anybody,
And if they do,
They hardly ever charge anybody,
no matter where they live.
That's what you call progress.

I think check out the latest crime/detection figures. Increased crime, decreased detection/conviction.
As for the sentiments given voice to in this piece, it is based on personal experience back in the bad old 1980s and CND demos and such things. Several times whilst being a political activist I was arrested and charged as were others from council estates. Other people arrested for the same offences at the same time but were from middle class backgrounds were usually given a warning and released without charge.
Again from personal observation whilst working as a security officer. Four drunken students with posh accents starting a JCB up and doing £40k worth of damage one night, the Police telling them to 'disappear', a couple of weeks later a drunk with a working class accent arrested on pinstone street for kicking a bin.
But nowadays, there's much more equality. People of all classes rampage drunkenly leaving a trail of debris in their wake, and nobody gets arrested.

Perhaps it is because there is more crime in inner-city areas than more affluent suburbs. The police are bound to arrest more people in areas where there is more crime.
So the BBC R4 has just given air space to a report published by Politeo to the effect that policing standards are sub-standard which seems to bear out richardbiker's well founded concerns.

Well, I heard someone the other day saying they'd been pulled by Police for a search, the Police found £300 worth of heroine on him in a small plastic bag, asked him what it was so he told them cannabis resin and they handed the stuff back.
The two substances are about as alike as baked beans in tomato sauce and rice pudding.
Most people I know, which is people from all walks of life and economic classes agree with me that the Police are pretty hopeless except when it comes to dishing out fixed penalty traffic offence tickets.
