I need some help from one of the boffins please !

when I boot up I only get restored down size screen, but only on boot up, after that the pages open full size. Can this be rectified, and if so how do I solve it .
It's just one of those things that niggle you !

On what program, or does this affect all of them?

all of them from boot up, once a page is opened ,others open up full size
