Does anyone here work for Clarke & Partners? or NHS Wheelchair department?

As you will know I have a wheelchair and Im modifing it. The wheels look plain and boring so I want to paint them. Mys sisters boyfriend can spray them professionally.

I just want to know, Can I paint the NHS Wheels? or can I buy some wheels, paint them and use them?
