a friend of mine has a neighbour that has recently moved on to her estate,he is abusive to the kids, calls them fat basxxxrds and says hes going to do them in,a visitor to his house came onto the street waving a baseball bat, later that evening he was banging on a widows door saying he was going to kill her young son, the neighbour takes video films and digital films of the kids playing on the green outside, the same ones he swears at, the police say he is doing nothing wrong

is there something in the law that says if you use a camera for surveilance on members of the public, then that person can request a copy of the tape for a small fee?

as far as I'm aware you can only take pictures/videos of other people's children with their parents written consent. That is the situation for school sports days I think.

if they are in the public domain then they are fair game i'm afraid. just like celebs.
they can complain again stating he is invading their privacy but that may not stand up.

Sounds like a care in the community case to me. Is the home he lives in Council owned? If so then it would be worth going to the Council and getting some diary sheets to fill in.

If he has threatened to kill this woman's son then that's a serious offence and the Police should have visited this man to warn him of his conduct. I would definitely take this further. Get your friend to write to her MP and keep copies of everything and dates and times of calls to Police etc.

that isn't the case, it's something that a private or public body can (try) to enforce, ie a school or swimming pool.
In public there is little to no protection from being video'd or pictured.

Of course threatening behaviour is a crime, so turn his game back on himself, video him making a threat and have the police prosecute him.

you may want to advise your friend to start getting him on film during his out bursts.
also putting it down on paper.

she has and she has made an appointment to see the local councilor, just had a telephone call and was told that several people have been and complained to him because he is taking photos of young children passing his house and shouting abuse at them.

his mother in law has turned up and taken his children away
