can u up root the rthuarb up and plant it else were or is it 2 later

I'd imagine it's too big to try and dig it up now as it'll be growing well. You need to dig them up when the plant is dormant, i.e. in winter and move them then. The roots will be huge but they're pretty forgiving if you don't get all of it.
