recently had some new tenants move in next door its a private property and its only a 2 bedroom flat, and there is like 10 people living there literally, informed the landlord who doesnt seem bothered as long as he gets his rent!
so who can i report it to cos surely thats not right for a tiny 2 bed flat?

Get onto the council or the police. The same thing happened across the road from my O/Hs mum and dads. That was a private rented house. He rang council who investigated then police who also came to the house. Its made a difference they have since rented another house so men live in one and the women live in other (very strange!!!!!)

what dept in the council would be the best point of call do you reckon? enviromental health? but would they still do anything even though its not a council property?

Just call the main switchboard number, which I dont know what it is, sorry. No houses are Sheffield City Council anymore unbelievable, theyre Sheffield Homes, and various Housing Associations. So yes, the council should deal with this. Or pop into Howden House the next time youre in town :)

Sheffield council have a section that helps people in private rented or owner occupied housing (nothing to do with council housing/Sheffield Homes)

What offence do you suppose is definitely being committed by the occupation? I can't think of any.
If the occupants are causing a nuisance you might have a point.
If the occupants are illegal immigrants you might have a point.
If the flat is a registered HIMO you might have a point.
If the flat is being used as a brothel you might have a point.
But I'm not aware of any law on overcrowding in private property. Perhaps you could suggest that the occupants speak to the council about accessing more suitable accommodation?

When I gave the details, I just assumed the numbers in the flat were causing problems, perhaps noise nuisance. Of course if they are all living peaceably and causing no problems to other tenants then there probably isn't an issue to report.

I thought if more than 3 unrelated people were living in a property, it has to be registered as a HMO and the relevant regs complied with?

A similar thing was going on in our apartment block! 2 families in one small 2 bed apartment (same size as ours which only just fits us in). Only found out when there was a flood and they were caught off guard at 7 in the morn> I would contact the council and maybe citizens advice if the fails as they will be able to advise you on the proper channels!

You'd run for a slash in the middle of the night, kick somebody in the face, stand on another's crotch, but at least you weren't queueing for the toilet at that time! :hihi:
I can't see the problem, unless they are causing a nuisance (odd party aside).
