yea you should be fine though as block paving is verry permeable!! water will go between each brick so its not a problem like with a tarmac drive. and as its permeable....no planning needed

I think that page 13 of the document in the link suggests that concrete or clay block paving is classed as permeable... so you should be OK. Even if the council say you needed permission afterwards you should be able to say that you followed the guidance provided by them and have a very good case for getting round it.

We have been looking at this issue but not on the block paving side, we are thinking of using sandstone and are still not sure if we will need a soak away or not!

I would say go for it based on the information in the document though. :)
