what are they, where are they, how do you assign them etc etc.

its it just like keywords for search engines to pick up??

Well meta tags are located in the "head" part of your HTML page. They store info such as who the author is and the keywords you have mentioned, description of the page's content...as well as alot of other stuff.

Another thing, it seems that search engines got abit annoyed with people spaming their keyword and description meta tags and so they dont hold much rating as to getting you a good position in search results, it is of course still good to have em there.

Just thought I would bring back to life this thread with a quick question; Do you add meta tags just to your index page, or to all your web pages?

Yup, every page. With a bit of experience, I think you may find that templates are the way to go (every element - navbar, header, metatags etc.) that you want to be consistent throughout the site.
