I'm pretty sure it was not community service, he was on his own, no supervision about and he was only strimming the area in front of the Lexus dealer and leaving the rest.

Call me suspicious, but could it be that someone has paid to keep the Lexus forecourt in view, no matter what community flowers have to be destroyed....!

Maintenance on certain roads is restricted to a Sunday when traffic flow is less.

A lot of flower beds on roundabouts and central reservations are sponsored by local companies.Presumably a donation is paid to the council who maintain them.
