View Full Version : What is a By Law? Help needed for elderly friends

can anyone explain a friend as asked me it is all to do with kids playing football right outside houses and windows and basically annoying these Older people.

A By Law is a 'secondary law' that is set up by local Councils or other organisations to set up rules of conduct and behaviour.

Many housing estates have those little signs saying 'No Ball Games'. If they're put there by the Council or Housing Association then they will almost certainly have the effect of being by laws.

Now, I am not a lawyer....so.....I would think that the first port of call is the local housing office, a local councillor or your local citizen's advice bureau.

There are also a couple of local councillors on the forum who might see this post!

And the problem is to do with footballs and i feel so sorry for the elderly people who suffer this problem.

Is there anywhere nearby where the youngsters can play football safely?

If they live in that area maybe their parents don't want them going out of sight so encourage them to play ball near their home.

Organising one parent to take the youngsters somewhere close by may help?

I know footballs can be a right nuisance, particularly for elderly people, but surely there's a way that the youngsters and the elderly people can get along together? I wonder if any of the elderly people used to play football? Maybe they could encourage the youngsters to move away a bit? Maybe they could get the youngster to sit, one by one, in their house and listen to the awful noise? Mutual understanding and co-operation would be the best way forward, if it could happen...

i'm not old but have had a similar proble on the green opposite my house. if it is private land ie not a council estate u need to get 2 other families to complain to the council & ask for a no ball games sign.
if it is council estate you will need to go via the council yet again, i'm unsure as to the number of complainants needed, but thay can install a sign if they desire.

if its on the road it's illegal so they should be taken to a quiet place & publicly flogged (lol).

Yep a "by law" is something that is not enforced county wide (lie normal laws) but is something that only applies to a particular area.

But Im afraid dont know how well these are enforced :(

Thanks for your intrest they already have NO BALLS GAMES sighn in place but the kids still play and also the sighn was erected by the council. But the land and property's now belong to North british housing and unfortunatly dont enforce these sighns.
