It depends on your council for 1,
2 ,is it next to a highway or acting as a boundary wall etc?
3, it has to be 2.5 meters or under in hight.
If you go on the council web site there is a portal that you can use to bring up houses like your own, there you can see what you can and can not do by clicking on the items in question, ie for you out buildings.
The law was changed in 2008 so it is easier for people to see what you can do without planning through council websites. Hope this helps...

Very unlikely, but if you are a leasholder check the lease. There maybe limitations about where you can site it. i.e. not against a neighbours boundary.
