Supposing you want the person at the other end to collect cash... Western Union money transfers can be performed at a number of outlets - go to

then 'Find an agent' - fill in the City and Country fields and then click on 'Find a location near you' on the bottom right. You'll get a huge list of places and if you click on the name it'll show you further details including phone numbers and opening times.
