In August new council tenants moved into a house on our road and since they arrived its become not a nice place to live anymore as the behaviour of them and the company they keep is not something the residents of our road have experienced before . It turns out these people have a dog , at first we did think this dog belonged to one of the many hoodie type youths that are costantly coming to this house but have now found out the dog is lives at this house . My concerns are that since they moved in this poor dog does not get walked not even once a day (the dog has been seen out probably about 3-4 times since they moved in with the owner but he didn't have it on a lead ) there is no excuse for this as they don't work and are in the house with groups of friends allday . This week the dog got out of the house it went running up and down the road and went on 4 of our neighbours gardens and on this last garden it did a Poo . This is the 4th time i have seen it get out . I saw it get out one morning about 3 weeks ago it went and did its poo on the grass verge at the bottem of the road , I did try to phone the council up but couldn't get through .The dog does not look ill treated and its not thin, so should I try to report it to the council again and should the R.S.P.C.A be told ? My o/h is not happy about reporting it as he has concerns that these people and their friends could cause trouble ,also another neighbour has conerns over these people but she to is worried about reporting these people over the dog and other things these people may be involved in.

The RSPCA won't do anything about any of that so I wouldn't bother ringing them at all.
It sounds to me that you might get further by complaining to the council about the anti social behaviour, and the dog warden about the dog, they will call and have a word about responsible dog ownership etc.
The only thing they're doing wrong is letting it poo on gardens - thats a dog warden job i'm afraid.
They'll only blame its escapes as the reason for fouling but it is the only issue that can be enforced.

what about dog out of control in a public place ? what about a dog that is not allowed to exersise its natural behavior , what about is the dog recieving addiquate socailising? is the dog livingin a hazard free enviroment? i could go on to list 11 questions that would need to be answerted to satisfy the animal welfare act ?

But at least 50% of dog owners don't comply with that act.

I have asked another neighbour who's house overlooks the dog owners garden if they have ever seen the dog being out in the back garden but she's at work in the day time hasn't seen it but has heard it barking . Isn't it cruel to keep a dog indoors all the time and not let it get some exercise as i said above the dog dosen't look thin or badly treated infact i would probably say the dog looks overweight
It sounds like these people are irritating you, and you're clutching at straws
this dog doesn't sound ill treated at all
I'd concentrate on keeping a record of any other anti social behaviour they are exhibiting
