Just curio's what is the law these days on builders (or the like) leaving there materials bricks,sand etc on the pavement blocking it.

I know that they have done away without having lights around skips put in the street.

Who is responsible the person having the work done or the person doing the work for anyone falling or having an accident whilst having to go onto the road around it?
