Any decent firewall software will enable you to monitor the web activity of your users, assuming you have a firewall and a proxy.

Not sure about looking at their computer screen; do you actually need that level of 'big brother'?

Oh, and you need to make sure your users are aware that they are being logged and people might be watching what they are doing. You should also have a clear policy on computer use - so if you do catch someone doing something they shouldn't, you actually have something to back up any action you take.
