Just been looking at the planning applications and found this:

Apparently its for a new Motown style restaurant to open up at the vacant position that used to be Budgens at West One. Will be the first of its kind in England but has been recommended for refusal.

It seems that originally, the units below were designed for retail but after a long time marketing it was decided that there was "no chance" of a retailer occupying it.

Quite surprising considering its slap bang opposite a large car park in the city centre!
