does anyone have the know how on paying taxes for web based business such as shopping sites?as a friend would like to start up a web based business i.e website with shopping cart etc..,but has not the know how on stuff like taxes etc and neither do i.

When setting up a web business, as far as I know you have to inform/declare to the HM Revenue and Customs that you are self employed.
