We made an appointment via the registry office (many years ago - lol). The scary thing was that they didn't guarantee to turn up (but I'm sure they almost always do) so we had to look at it philosophically like we might not be married, but we'll have the reception anyway, even if we have to officially finalise it some other time!
You need to decide on a date and check availability with the venue, then phone up the registry office, check their availability and book an appointment to see them- you need to declare that you are who you say you are, pay the fee etc. It is really quite easy. There is quite a bit of advice on what to do here. http://www.sheffield.gov.uk/your-city-council/register-office

If you're looking to keep the cost down (as per your other thread) then the cheapest way is to get married at the registry office - it's £30 each to register your intent and £40 for the ceremony and £3.50 for the certificate.
I would expect you can add substancial costs for getting the registrar to come to your chosen venue.

You need to contact the Registery Office that covers the area in which your wedding venue is. They are usually very helpful and will explain the process of booking.
Best wishes,
