I am looking to move into a new house, but the landlord is asking for 1 months rent and a bond of the same amount.

My current landlord gave me my bond back as he said legislation had changed and he had to give it us back.

So I'm a little confused as to if a bond can still be charged?!

Yes bonds can still be charged.

However within 14 days? they need to be sent by the landlord to a 3rd party for safekeep. these protect both parties in the event of dispute at the end of contract.
