A kid I grew up with, moved away to Public School aged 11/12. His father is Alan Billings, M.P/Vicar in Walkley. Anyone know where Hugh went to, he was a tad unruly to say the least.

Alan Billings was a councillor (in fact, deputy leader of the council), but he was never an MP. He is currently Vicar of St George's Kendal. Can't help with Hugh though.
