If a country fails to have any of their athletes reach a qualifying standard in any event, they are still allowed to send one athlete to represent them, but only in a track event. It's nearly always the 100 metres, because even a hopelessly unfit person can run a hundred metres one way or another.
Hilarious times ensued a few Championships ago, when a country - and it may have been American Samoa, but I forget - sent a shot-putter as their sole representative, being unaware that the rule was it had to be a track event. He opted for the 100 metres, but being built as most shot-putters are, he was woefully slow and gave everybody a good chuckle - he was very sporting about it, knowing exactly how rubbish he was at sprinting.
I do remember the BBC commentator's line when discussing his performance and having explained why he hadn't competed in the shot-put; "We'll try and catch up with him for an interview. It shouldn't be too hard."
*edit* This girl is also a shot-putter, I now find, and having failed to reach the qualifying mark to compete in her chosen discipline she has done the same thing, and entered a track event in order to give her country at least some sort of participation. She's actually run close to her personal best.

Actually, I was thinking around 14 seconds isn't such a bad time, I wonder what the average person on the street would manage over 100m? I'm going to have to time myself..

I couldn't beat it, although ten years ago, when I was fit, I could sprint the 100m in about 11.5 seconds. Not good enough to even attempt to enter competitions, but not too shabby.
Nowadays, I think I'd be nearer twenty.

When I was younger and playing rugby to a good standard i was a winger and used to pick up some speed when someone was after me I never timed myself though
