I'll try to describe this as best I can...

When I push the power button, the cd drive whirrs but that's about it. Repeatedly pushing the restart button will eventually (after up to 20 or more attempts) get the thing to at least attempt to start up. It'll then freeze at various stages of the boot-up process, getting a little further each attempt (I just hit restart when it freezes). Eventually (usually takes 6-8 restarts) it'll fire up OK. Safe mode is no better at firing up than normal. Once fired up, the thing seems to be working OK(ish), although further freezes aren't unknown, particularly if I'm foolish enough to ask it to do anything that'll tax the processor.

I'm running win98 se with a 1.3 athlon chip, 256 ram. I've run all the usual checks, and have even re-formatted the hd and re-installed windoze. I'm at a loss as to the cause - any ideas?

Possibly overheating or power supply issues?

Is the fan working on the CPU and power supply?

Have you recently installed new hardware that is powered from the motherboard?

Fans are working fine and overheating doesn't seem to be the issue. And no new hardware either. Maybe just old age :P

I have trouble when I start up my computer to

When I start up, the picture has trouble stretching over the width of the computer. It's as if it was elasticated and keeps being dragged back so for a little while the sides of the picture on the screen are bevelled. The time it takes to sort itself out gets longer everyday. Is this a serious problem.
