theres something running in the background

do it in safe mode........also use ctrl alt and delete to stop things running that you dont need running .......in ME you only need explorer and the systemtray running

if you have icons for antivirus etc in your system tray....near the clock, right click / exit / close em

antivirus is the worst for stopping defrag running correctly

Make sure to reboot your system (or you'll have no AV etc until you do;)).
