no your wrong sparkies dont give out certs .. when you pay your rent ask the lady behind the desk for a part L cert it comes from the housing department .

went to pay rent today but woman said that the only cert is that part p dont work.

Im gonna come round there and cut you all off................and then CERTIFY all of you............lol
