Is he neutered? That would be my first course of action
If not then he may have an infection or something which triggers the licking in the first place.

Could give him a shave but 8 out of 10 cats prefer whiskas :hihi:
seriously though HenHugger could be right.
hes not neutered..I'd feel bad because I don't want to hurt him hes nearly 4 now isn't that a little old? also theres a big nasty cat next door who my cat is currently winning the yowl-offs with and I don't want him to not have the balls to stand up to this evil cat any more and get in a fight or something :O:huh:
If he's not neutered then he's probably doing it because he likes it ;)
If he didn't have his bits and you kept him in for a while to get over it, then the big nasty tom won't bother with him any more because he's no longer a competitor.
It may take a few months for the effects of the hormones to die down, but during all that time he'll still be muscly, strong and a well 'ard tom cat- right up until he becomes a softy snuggly bum.

Neutering has lots of benefits, less fighting, less straying, less spraying, less chance of getting infections from fighting and mating, and for the couple of days of relative uncomfort is well worth it.
I had my 20 year old stallion neutered last year, its made a world of difference to his quality of life within the herd, he's far happier (less stressed about having to be the stallion) and much more sociable. Still has his moments though ;)

4 years old is not too old to be done - as the others say - it would make him more chilled. I had dealings with a cat that was un neutered (not mine) a few years ago and he was losing weight and exhausted - he was 'burning the candle at both ends' as they cover their 'territory' - still having their bits. He was done and was a totally different cat and much happier afterwards - put on weight etc. On a different note - it may not be just normal grooming. My sister's cat (neutered) kept grooming all the time with his pinky out - but was uncomfortable when anyone wanted to go near his backend to check him - also he made noises like he was in discomfort (only sometimes though) - and she took him to the vets and he had crystals in his urine - apparently that is one of the signs - does he do it more than he normally did? will he let you touch around his backend without being in discomfort? does he make any noise when grooming (squeaks, squeals etc). Just a thought if he is grooming more than usual - keep an eye on him and if you are unsure take him to the vet.
