I have a website allready but i would like to get a better one.
I want one that has a control pannel for forums etc.
I also want a new domain name to go with it.
Oh. and a controll panel aparently

If you want a 'better one' it has very little to do with the hosting - however, free hosting is not better than anything except no hosting, so rule that out right away.
What is the website you have already? In what way to you want it to be improved? Do you want a whole site designed or just hosting? Are you saying you just want your own forum where you can be admin and controll it?
More info needed to give you a quote - there are plenty of people on here (me included) who would be happy to give you a quote.
Mmm, if you're looking for a professional web development job, you can add me to the list of people interested (http://www.slackingpants.co.uk/web-development) in helping :) If you want a new website too, you need a web designer / developer first and foremost; they'll sort the hosting out for you and probably know the best deals and what you need.
If you're looking to pay less than a grand and want a decent job done, you probably want a freelancer rather than an agency although obviously an agency will give you a fuller service. Whoever you go with, I'd advise against just going with the cheapest option available to you - you quite often get what you pay for.
If you want to know what to ask for, based on your description, I'd suggest that you want a Content Management System, so you can edit your page yourself very simply; ModX is a nice, simple one. One of these "CMS"s will cost a bit more, but if you want to alter it and manage it through a "control panel" as you say, it's the way to go and will save you money in the long run. I can give you my own price for a ballpark figure; it'd run you about five hundred to eight hundred pounds for a CMS design and build, and that's a freelancer job. I can suggest a good agency if you'd rather pay a bit more and get a better design and stuff. In the spirit of full disclosure though, I also work for them. :D
If you want a laugh, get two developers and get them, privately, to critique each others' home page in competition for the job :)

Excellent service with only one brief downtime of ten minutes when a PHP module failed. The email to their support line was answered immediately (11pm on a bank holiday weekend) and dealt with.

1&1 are good for dedicated hosting.
That depends on how many visitors you are likely to be catering for.
For domain names, DO NOT use godaddy: basically, there is no guarantee you actually own the domain you register through them. Use namecheap for domains. Absolutely flawless domain name registrar.
If you want a decent and free forum, use phpbb or smf.

I went with QIQ in the end and trying to set up joomla. Problems connecting to database though.

It's pretty clean and usable, so kudos there. There's a massive chunk of javascript in there though and I'm not certain exactly what it's doing - nothing obvious on the page should need it. If you could cut that out, your page would probably load a lot faster.
It could use a bit of tweaking for google-friendliness too; if you're trying to put out the word on a scurrilous company, you'll ideally want to pop up in the top ten results for a search on their company name. Believe me, I've worked for a couple of companies who've had it done to them. Nothing freaks them out quite like being slagged off on the front page of their best google search!

Do you want to design the website by yourself or use CMS ? Or you just want to change a domain name ?
If you want a forum section in your website,you'd better design the site by yourself.

Its a pre set template from webs.com
You choose a template and type the content, it spews you out a 'website'.
The user has no control over the javascript - this is all handled by the graphical editor.
fasthosts are cheap
And they're rubbish, too:thumbsup:
