I am guessing you want to connect the computer to the internet via a router?

Not if you have a cable coming to the computer from your router. If you don't have a cable you will need to connect using a wireless card or wireless usb dongle (i think that's the name for them).

no, the dongle is for if you get a second PC or laptop.

you can allways plug it into your comp and set it up
that way you can remove the cable between the comp and modem

the modem i got with talktalk is a picture frame and is sat downstairs near the main phone box (always better than being plugged into extensions)
all comps in house connect via wireless
just use a net cable for setting up when needed

havent found any difference between cable and wi-fi in performance
