Bit of a daft test, compare the internet connection of pretty much anywhere vs Tokyo, & Tokyo would kick arse, apart from the 75 year old Swedish grandmother with the 40Gb connection (yes, really (http://www.theregister.co.uk/2007/07/12/swedish_woman_has_fastest_internet_connection/)).
A friend of mine lived in Tokyo for a while about 3-4 years ago, & at that point it was around £15 a month for 10Mb, or £25 a month for 100Mb. They bit the bullet early & fibred up the entire city, so it's only over copper for however far it is to the nearest juntion box.
