it doesnt seem they use the money to sort the roads out so why not have to give the money to oxfam or some other charity to help the poverty in africa? everyone knows there not there for revenue raising.

However, I'd be more than happy for money raised on fines to be slit between the local council and the local police PROVIDED THAT there was ring fencing - money was used for road maintenance by the council and traffic policing by the police. As for charity - no. How would one choose where to give the money? Whilst African poverty may currently be the Charity du Jour, it may not suit everyone.
