As a dj at the time Kent was not heard of over hear stax only released a few. But the number that you are talking of is only a small minority.

The early days of motown releases in this country was very strange. They were released on one of the minor labels, Orieol. and also on Philips/Fontana. Early Mary Wells, '2 Lovers' 'You Beat Me To The Punch' etc and 'Fingertips' By Little Stevie Wonder were on Orieol. The Marvelletes 'Please Mr Postman' appeared on Philips/fontana.
The reason being that they were big hits in the States but seen as being not commercial in this country. Merseybeat erupted with many of the groups including American Motown hits in their sets. The Beatles themselves did much to promote Motown via, 'Money' although this was pre Motown it was a precurser and 'Please Mr Postman' amongst others. It was the Beatles that invited Mary Wells on there tour.
The Mods of 1963/1964 also picked up on Tamla as their music. Within the melting pot of the music industry all things gelled together and Tamla became very popular with the music buying public.
At the expense of other soul music, I would suggest the answer is Yes.
As it has been noted, Northern Soul, the first generation, is made up of music that could quite easily be Tamla, but is not.

But before the question is answered completely one has to decide what the genre Soul actually means
