We have a 16month old who is too heavy for the backpack (and dislikes it) plus a 4 year old who will happily walk quite long distances (at least an hour, say)
Can anyone please advise on walks we can take with them?
We live in Broomhill but are happy to drive to start a walk or get a bus back.

Rivelin Valley would be OK. You could drive to the cafe and just walk up and down the valley. There is also a playground near the cafe for the 4 year old. Another idea would be Rother Valley Country Park. There is a flat path that goes around the lakes plus a playground, a cafe and a craft centre.

You could do a search for walks possible with a wheelchair as they will be easily possible with a buggy.
I took a quick look and found this, I'm sure there will be other sites with more.

Dam Flask is one I always reccomend; also there's the Endcliffe Park/Whiteley Woods/Forge Dam route, which knowing where you live, I'm sure you're acquainted with.

The circuit round Ladybower (from the A57 to Fairholmes) may be a little long for the 4 yr old...but if you went of a weekend you could time it to get the bus back to the car.

Glen howe park on the way to stocksbridge is nice for kids. A woodland walk but they have made some of it wheelchair and pram friendly. Also as taxman says rivelin is good. wymen brook has a good stretch for a little one with the pram as does grenoside woods. If you are near rotheram their is thrybergh country park or blackburn meadows wildlife reserve near magna. Also there is a nice walk from hope to castleton. Im sure it is pram friendly. As others have said round the dam flask or bradfield. Bingham park and endcliffe park. I cant think of anymore but im sure there are plenty. The star also did a book of short/kid walks maybe someone has a copy you could borrow. If they do lend it me too please lol.

You can still buy the book from the Sheffield Star shop as far as I know. I've got a copy and in use it sometimes for Group walks in here.
I had met a man with a two-year-old baby in his backpack when walking.
Sometimes, he put down his backpack and the baby came out for a few minutes' walk.
It is so cute. :)
I like to see some little walkers on the road.
It is a very pleasant thing when walking.

As waxonwaxoff said, Greno and Wheata Woods at Grenoside are great for kids - good, wide trails and plenty of opportunities for a four-year old to go off and explore! There's parking at the top of the woods on the road out to Wortley.
Further out, you could park at Finkle Street and go on the Trans Pennine Trail - a bit muddy but the chance to walk through a (lit!) tunnel at Thurgoland.
The council have produced a Walking Map (http://www.sheffield.gov.uk/roads-and-transport/cycling-and-walking-and-prow/walking#contactus) which shows Easy Going Trails. Either download a copy or get a paper copy.

there is a carpark near the nature reserve visitor centre (VC open only certain days) down stone lane
if you're quiet and still enough you may also see dragonflies, a heron, a kingfisher, rabbits, highland cattle (rainbow meadow), and a few dog walkers with interesting breeds!
Come to think, there's also a nature reserve near the woodhouse/beighton roundabout on the A57, across the road from the recycling facility
Both of the above have paths which are negotiable with a suitable buggy
