It's a really irritating IE setting that should be turned off by default - not on.
To get rid of it, go to TOOLS then INTERNET OPTIONS. Click on the ADVANCED tab and then tick DISABLE SCRIPT DEBUGGING.
That is the best way to solve it. The message is basically saying that IE thinks there is a problem with the code in that website, it is asking if you want to look through the code and hunt for the problem. Why any end user of IE ever would is a mystery
