Took this photo in the botanical gardens.

The plant has big green leaves and a tall thing with flowers and weird green things on. Sorry for the non-technical description. All help appreciated :)

I wonder if it could be a variety of Bougainvillea, mainly because of the bright colour?

Do you know what plant this Bumble Bee is on ? It was a lovely Purple-Blue colour :
