A great deal of thought should be given to the area before anything is done with it. It's not so many years ago that the area was to be given a face lift, and would be 'locked up' in the evenings. Large gates and an ornate 'fence' were to be installed in order to do this. The lovely ABC cinema had to be demolished as nobody fancied climbing over high locked gates to get to the pictures. I suppose another car park would look OK. Sorry, just being silly.
