You could try MSN Groups (http://uk.msnusers.com/), where you can set up a site, and make it private for viewing only by those you invite.

I use xi2.org (http://www.xi2.org) to host the web site and forums linked in my sig.

So far they haven't let me down, and they're free.

theres loads of free webhosts, not amazing but fine for personal websites.

theres quite a few free web development apps, even some you use online to create a website.

if you only want to show pictures then use an online photo gallery like picturetrail

Free websites, freewebs at pointed out above are very good
they offer all sorts of extras
