View Full Version : Council Byelaws On Dog Fouling In Sheffield
goldenfleece 25-04-2005, 07:39 A friend of mine is moving to Sheffield from a small town down South next month and wants to know the legal position re dogs and dog fouling in Sheffield. In their local area there is apparently no specific Council policy on cleaning up dog droppings for example, as its a semi-rural area and there are more dogs running wild than people anyway...dogssare also allowed to roam freely without being impounded.
What is the Sheffield Council rulings on dog fouling, and does it vary slightly from area to area like London boroughs for example. I know you can get fined in Sheffield Parks for not clearing up after your dog, but do they also operate the same policy on general roads and public streets, and how is this enforced here?
cgksheff 25-04-2005, 07:57 You will find other threads on here that cover this subject, but in a nutshell:
It is an offence for your dog to foul (if you don't remove the offending excrement) on Council Property or any open space with public access. This does include all pavements and public footpaths on private land.
It is enforced (theoretically) by Dog Wardens, Environmental Officers and City Centre Ambassadors.
I personally have never heard of an enforcement notice/fine being issued.
But drop a fag end and you'll get a £50 fine. Know which I'd rather step on.

Why not do us all a favour and ask your friend to clean up after his dog anyway law or no law.

They do in the parks in London. They sit on park benches wearing 'plain clothes' then if they spot an irresponsible dog owner they issue a fine. Must be a great job...
Not seen the same thing happen in the parks in Sheffield.

Totally agree Nikita, was thinking the same thing myself!

Sounds like the first thing they'll need to address is the desire to roam freely :(
The dog warden is a bit hot round these parts. I suggest taking portrait pics of all their dogs, just in case they're needed for posters (heaven forbid) and keeping the relevant phone numbers near the phone

Haven't your friends heard of pooper scoopers?
I cannot understand the mentality of people who think they can allow their dogs to foul our "general roads and public streets".
There is a woman in Heeley who draws chalk circles around dog excrement on the pavement in an attempt to embarrass dog owners. More power to her campaign. I have no hesitation in confronting people who do not clean up their dog's mess.
If your friends cannot be bothered to exercise their animals without taking pooper scoopers with them, might it not be a good idea for them to remain down south? I for one will not welcome such inconsiderate people to Sheffield.
Whereabouts in Sheffield are they moving to? Hope it's no where near us. Yucky mucky things.
6 dogs and they don't clean up after them - not very good dog owners. Love your dog - clear up it's poop.

Are people required to clean up after themselves, or rather the OWNER of that anti-social person?

There are little signs pinned to lamposts all over, down to the shops. I must say though, that the area of grass down by fulwood shops is always covered in dog ****!! Can't people read!!!
if you send your friend copies of the free press in sheffield you will be come to dog owner beating week fairly soon. soon as the sun shines everyone gets on their moral high horse about dog excrement & all the papers start with letters & crap.
everyone should clean up after them ( i do & i have 5 dogs).it is an offence to leave it behind, it's not an offence for your dog to do it.
& if the dog is looked after there is usually no helath & safety issue regarding dog excrement, the only accident likely is slipping in it on your way home from the pub.but lets not start on the drunks & anti social element today.

They need to check on laws about numbers of dogs that can be walked at once in a park too.. I can't remember where the rules exist but i'm sure I heard that in some places they were limiting dog walkers to 4 dogs at a time, because they said it was impossible to keep a close enough eye on 4 dogs in order to clean up the mess.
AJ sheffield 27-04-2005, 17:47 I used to have a problem with this bloke allowing his dog to crap on my drive. I put warnings in the car window saying "I catch your dog shi**ing on my drive...YOU eat it. It had no effect, in fact I saw him reading it whilst his dog laid cable next to my car. I was worried about getting into a confrontation with him as he was an old fella and didnt want to appear as if I was bullying him, in a way I felt it impolite because of his age, daft I know. In the end I donned the old latex gloves and placed one of his beloveds turds on his car bonnet. That was the last time his dog left me any crazy paved prezzies.
A subject close to my heart. Had this problem for ages as well. I live near the end of the approach to the local dog walkers preferred place of exercise which meant that there was tons of the stuff all along the edge of my garden. The dogs obviously were bursting and could wait til they were let off their leads.
The final straw came when there were a couple of piles actually half way up me drive so . . . I did a bit of research.
Covered the area in anti-mess pepper spray & 'get off crystals' which are a lurid chemical looking green jelly globules (harmless but don't look it) but the best thing was a notice I made with advice from an american site. It says ' PLEASE CLEAN UP AFTER YOUR DOG. FOULING IS AN OFFENCE THAT CARRIES A £1000 FINE. CCTV HAS BEEN INSTALLED AND ANYONE SEEN LEAVING THEIR DOG FAECES WILL BE REPORTED.'
